The Kokusai Ki-59 was based on the Nippon Koku Kogyo K.K. Teradakoken TK-3 that was developed in the late 1930s. The TK-3 met the Japanese Army's requirements for a transport and placed an order in 1939 for prototypes to be constructed.
The prototype first flew in June 1939. It was found that the pilot's visibility was impaired and the design was changed.
